11.F) AN ORDINANCE OF THE MAYOR AND VILLAGE COUNCIL OF THE VILLAGE OF PALMETTO BAY, FLORIDA, REGARDING ANIMAL PROTECTION; AMENDING SECTION 20-59 OF THE VILLAGE CODE OF ORDINANES STYLED: “PROTECTION AND PRESERVATION OF WILDLIFE; PROHIBITING THE CAPTURE/REMOVAL OF ANY WILDLIFE FROM ANY VILLAGE PROPERTY; DIRECTING THE VILLAGE MANAGER TO SEEK AUTHORIZATION FROM THE VILLAGE COUNCIL PRIOR TO RETAINING THE SERVICES OF ANY “TRAPPER” OR OTHER INDIVIDUAL ENGAGED IN THE CAPTURE/TRANSPORT OF ANY WILDLIFE WITHIN THE VILLAGE; PROVIDING AN EXCEPTION FOR DISTRESSED OR INJURED ANIMALS; PROVIDING FOR SEVERABILITY, CODIFICATION, AND AN EFFECTIVE DATE.     I strongly support Patrick Fiores ordinance to give the residents of PB a voice in protecting wildlife in our village.We need transparency and resident input in any wildlife management plan and the Village Manager did not allow that when he hired trappers.We want to assure that such actions are not repeated in the future.Coral Reef Park is a Bird Sanctuary and as residents,we value wildlife and the value it brings to our village.If we are truly a Village of Parks, let’s protect park wildlife.

    I am grateful for Councilmember Fiore's efforts to consider constituents' opinions, and his sponsoring this ordinance. As we discussed with Councilmember Fiore, we would like the wording of paragraph B to stipulate:

    (b) The Village Manager MUST GET APPROVAL FROM the Council at a public meeting IN ADVANCE of any contract or authorization BEING issued by the Village Manager to capture, transport or kill any wildlife.

    I wish to express my thanks and support to Patrick Fiore for his proposed amendments to the wildlife protection ordinance prohibiting capture and removal of wildlife from village property, with the exception of injured or distressed animals, and that any exceptions to this must require prior approval of the village council.
